The Occupational Safety and Health Administration, Englewood Area Office (OSHA), Englewood, Colorado, and CF&I Steel, L.P.,
dba Rocky Mountain Steel Mills (RMSM), 1612 Abriendo, Pueblo, Colorado, recognize the value of establishing a collaborative
relationship to foster safer and more healthful American workplaces. OSHA and RMSM hereby form an Alliance to provide RMSM’s
members and others with information, guidance, and access to training resources that will help them protect employees’ health
and safety, particularly in reducing and preventing exposure to workplace hazards.
OSHA and RMSM will work together to achieve the following training and education goals:
- Develop training and educational programs on safety and health issues targeted to all employers who work on RMSM property,
including RMSM, independent contractors, subcontractors, material suppliers, and independent third-party employers who lease
property from RMSM and operate their own businesses.
- Develop training and educational programs on safety and health issues targeted to other employers in the Pueblo, Colorado
area who may be interested in receiving such training or education.
- Develop training and education programs on safety and health issues targeted to those contractors and subcontractors who
will participate in a multi-employer construction project which will be performed on RMSM property, namely the removal of an
Electric Arc Furnace (EAF) and the extensive renovation of a second EAF.
OSHA and RMSM will work together to achieve the following outreach and communication goals:
- Promote and encourage participation of all employers who work on RMSM property (including independent contractors,
subcontractors, material suppliers, and independent third-party employers who lease property from RMSM and operate their own
businesses) in OSHA’s cooperative programs such as compliance assistance, the Voluntary Protection Program, Consultation and
SHARP. RMSM shall lead by example by implementing a comprehensive safety and health management program that satisfies OSHA’s
Voluntary Protection Program (VPP), including: (1) Management Leadership and Employee Involvement; (2) Worksite Analysis; (3)
Hazard Prevention and Control; and (4) Safety and Health Training.
- Share information on best practices, as jointly determined by OSHA and RMSM, with other employers in the Pueblo, Colorado
area that may be referred to RMSM by OSHA.
OSHA’s Alliances provide parties an opportunity to participate in a voluntary cooperative relationship with OSHA for purposes
such as training and education, outreach and communication and promoting a national dialogue on workplace safety and health.
These Alliances have proved to be valuable tools for both OSHA and its Alliance participants. By entering into an Alliance
with a party, OSHA is not endorsing any of that party’s products or services; nor does the Agency enter into an Alliance with
the purpose of promoting a particular party’s products or services.
An implementation team made up of representatives of organizations will meet to develop a plan of action, determine working
procedures, and identify the roles and responsibilities of the participants. In addition, they will meet at least quarterly
to track and share information on activities and results in achieving the goals of the Alliance.
This agreement will remain in effect for four years. Either signatory may terminate it for any reason at any time, provided
they give 30 days written notice. This agreement may be modified at any time with the concurrence of both signatories.
