Planning Process

The BLM has issued the six Records of Decision (ROD) for the Resource Management Plans (RMP) that were developed under the Western Oregon Plan Revisions. With this action, the BLM has completed its revision of the land use plans that will guide the management of 2.6 million acres in western Oregon in the BLM's Salem, Eugene, Roseburg, Medford, and Coos Bay Districts, and the Klamath Falls Resource Area of the Lakeview District. The RMPs also comply with all applicable Federal laws including the O&C Lands Act, Endangered Species Act, Clean Water Act, and the Federal Land Policy and Management Act.

BLM Planning Process and Schedule

The BLM's planning process for resource management plans has been based on the National Environmental Policy Act (NEPA) which establishes a public, interdisciplinary framework for Federal decision-making and ensures that agencies (BLM and all other agencies) take environmental factors into account when considering Federal actions. NEPA does not mandate protection of the environment. Instead, it requires agencies to follow a particular process in making decisions and to disclose the information/data that was used to support those decisions.

September 2005 Formal public scoping - public identifies issues to be addressed in the plan revisions.
October 2005 Analysis of the Management Situation prepared to help determine the ability to respond to identified issues and opportunities.  This document provides the basis for formulating reasonable alternatives to be analyzed in the EIS.
February 2006 Proposed Planning Criteria and State Director's Guidance is published.  This document guides development of alternatives and analysis of effects.
August 2007 Prepare and release Draft Environmental Impact Statement.
August 10, 2007 to January 11, 2008 Formal public review of the Draft Environmental Impact Statement.
January - September 2008 Prepare Proposed Resource Management Plan and Final EIS.
October 2008 Release of Proposed Resource Management Plan and Final EIS.
October - December 2008 Governor's 60-Day Review.
October - December 2008 Prepare Record of Decision (ROD) and Approved Resource Management Plans.  These Plans will describe the goals, objectives, and actions for fulfilling the management direction and vision developed within the planning process.
December 2008 Six RODs for the RMPs developed under the Western Oregon Plan Revisions signed and released to the public.
