PLEASE NOTE: In some instances, it is possible for the funding formula to yield a grant award of $0. Under the statutory formula, an eligible district that received more than $60,000 from Title II-A (Improving Teacher Quality Grants); Title II-D (Educational Technology Grants); Title IV-A (Safe and Drug Free Schools Grants); and Title V-A (Innovative Programs Grants) combined during SY 2006-07 will not receive an SRSA grant allocation. (However, even if it does not receive an SRSA grant award, that district could still exercise REAP-Flex authority).

Who May Apply: (specifically)

An LEA is eligible for an award if -

1. The total number of students in average daily attendance (ADA) at all of the schools served by the LEA is fewer than 600, or each county in which a school served by the LEA is located has a total population density of fewer than 10 persons per square mile; and

2. All of the schools served by the LEA are designated with a school locale code of 7 or 8 by the Department’s National Center for Education Statistics, or the secretary of education has determined, based on a demonstration by the LEA and concurrence of the state education agency (SEA), that the LEA is located in an area defined as rural by a governmental agency of the state.

(Please note that, by statute, an LEA that is eligible for the SRSA program is not eligible to receive funds under the Rural and Low-Income School Program, even if - as a result of the formula -- it did not receive any funds under the SRSA program.)
