Partnership Logo The Central Ohio Chapter, NECA, and IBEW Partnership Reduces Injuries and Illnesses and Increases Safety and Health Training


Background:

In an effort to more fully realize the objectives of the Occupational Safety and Health Act of 1970 by providing a safe and healthful work environment for all workers engaged in the electrical construction and maintenance industry, the Central Ohio Chapter, National Electrical Contractors Association, Inc. (NECA), and the International Brotherhood of Electrical Workers Local Unions 683 and 1105 (IBEW) signed an OSHA Strategic Partnership (OSP) with OSHA's Region V Columbus Area Office in July 2002. The Partnership was resigned in June 2006.

Success Impact:

Injury and Illness Rates Decline

Over the length of the Partnership, both the TCIR and DART rates decreased steadily, attaining the key Partnership goal to decrease injury and illness rates. The below table presents the Partnership's TCIR and DART rates over a three-year period when compared to the Bureau of Labor Statistics' (BLS) national average for that industry.

Training and Outreach

A successful outcome of this Partnership has been the training and outreach directed toward secondary school students enrolled in an accredited electrical trades program. The Electrical Trades Center conducts training sessions in electrical safe work practices and NFPA 70e for instructors and their students at various career-technical high schools. Each school has been issued proper Personal Protective Equipment (PPE). These items were made available via a grant by the Electrical Industry of Central Ohio Labor-Management Cooperation Committee. Each school and each student is issued the appropriate including an NFPA 70e fire-resistant shirt and starter kit provided by the Electrical Trades Center.

This successful training and outreach effort will be continued for the incoming junior classes. Additionally, the Electrical Trades Center provides OSHA 10-hour, first aid, and CPR training for select career-technical schools. The Electrical Trades Center has also taken the initiative to provide all student partners (summer interns) an OSHA 10-hour and first-aid courses prior to placement.


Partnership Objectives:

The key objectives of the Partnership are to decrease the injury and illness rate over for participating employees, to increase accessibility to quality safety training and education, and to promote and encourage increased participation in the Partnership. Currently, eight companies employing over 800 people have applied and been accepted into the Partnership.
