About the Office: The Office of General Counsel, Justice Management Division, provides advice to the senior management staff of the Justice Management Division and DOJ leadership offices on a diverse range of legal and policy matters related to the administration and operation of the agency.

Responsibilities and Opportunity Offered: The Office of General Counsel is seeking an experienced attorney to serve as an Attorney-Advisor. The incumbent will have the opportunity to work with senior management and staff of the various Justice Management Division components and with DOJ leadership offices and be responsible for providing legal advice in a wide range of practice areas in which the Office’s attorneys participate, including:

-- advising on contracting procedures and contract claims, and litigating administrative claims cases and bid protests;

-- advising senior managers on the interpretation of appropriations language, and drafting legislative proposals;

-- defending the Department in Equal Employment Opportunity cases at the administrative stage, and advising Department officials on reasonable accommodations for employees with disabilities;

-- assisting Division managers in responding to Freedom of Information Act requests, and assisting the Department’s Civil Division in defending the Department in FOIA litigation;

-- serving as legal counsel to the Office on Violence Against Women on a wide range of grants management issues; and

-- providing oral and written guidance on compliance with numerous laws that affect the management of Federal agencies in the areas of human resources, property management, records management, privacy, security, information resources management, tax withholding and intellectual property.

Qualifications: Required qualifications: Interested parties must possess a J.D. degree, be an active member of the bar (any jurisdiction) in good standing, and have at least two years post-J.D. experience.

Preferred qualifications: While experience in one or more of the subject areas enumerated above would be helpful, the Office is more interested in a candidate with superior academic credentials who demonstrates the ability to research a wide variety of issues efficiently and thoroughly; to express himself or herself clearly in written and oral presentations; to exercise sound judgment; and to manage a workload consisting of a number of different projects without specific guidelines and often with short deadlines.

Salary Information: The salary for this position starts at any level from GS-13/1 to GS-14/10, depending on such factors as the selectee’s experience and current salary, and has promotion potential to the GS-15 level. See OPM’s Web page at http://www.opm.gov/oca/payrates/index.htm.)

Location: The Office of General Counsel is located in Washington, D.C.

There is no formal rating system for applying veterans’ preference to attorney appointments in the excepted service; however, the Department of Justice considers veterans’ preference eligibility as a positive factor in attorney hiring. Applicants eligible for veterans’ preference must include that information in their cover letter or resume and attach supporting documentation (e.g., the DD 214, Certificate of Release or Discharge from Active Duty and other supporting documentation) to their submissions. Although the “point” system is not used, per se, applicants eligible to claim 10-point preference must submit Standard Form (SF) 15, Application for 10-Point Veteran Preference, and submit the supporting documentation required for the specific type of preference claimed (visit the OPM website, http://www.opm.gov/forms/pdfimage/sf0015.pdf for a copy of SF 15, which lists the types of 10-point preferences and the required supporting documents). Applicants should note that SF 15 requires supporting documentation associated with service-connected disabilities or receipt of nonservice-connected disability pensions to be dated within the last 12 months except in the case of service members submitting official statements or retirement orders from a branch of the Armed Forces showing that his or her retirement was due to a permanent service-connected disability or that he/she was transferred to the permanent disability retired list (the statement or retirement orders must indicate that the disability is 10% or more).
