Congressional Requests
Division of Policy and Directives Management

The Congressional Document Management Unit (CDMU), Office of the Executive Secretariat, forwards congressional requests requiring a global search for records to the appropriate bureaus.

The Assistant Director - External Affairs is the Service's senior contact for global congressional requests and serves as the Service's certifying official.

Director's Order 102, August 14, 1998, established Service policy and procedures for responding to congressional requests that involve a Departmentwide or Servicewide search for documents or records.

The Division of Policy and Directives Management: 
  • Forwards the request to all Service and Regional Offices. PDM faxes incoming requests to the designated points of contact with appropriate instructions for the response, forms to be used for indexing the records, and appropriate certification forms.
  • Reviews all record submissions for Privacy Act/FOIA relevance.
  • Reviews all submissions for completeness, responsiveness, internal consistency, and proper certification.
  • Submits all records received to the Solicitor for review.
  • Indexes the records, using software provided by CDMU.
  • Maintains copy and index of all records submitted to CDMU.
