Who May Apply: (specifically) LEAs acting on behalf of a school or schools where 50 percent of the children are from low-income families may apply in partnership with at least one of the following: an institution of higher education (IHE); a state education agency (SEA) or regional education service agency; or a public or private agency, institution, or organization including a museum, arts education association, library, theatre, or community- or faith-based organization.
