Date Signed: November 4, 2003
Date Concluded: May 31, 2007
Contact Information: Directorate of Cooperative and State Programs, (202) 693-2213

Partnership Overview:

This voluntary Partnership provides a means to improve employee safety practices, increase the level of formal employee safety training, enhance worker participation in the safety and health process, and reduce injuries to ready mixed concrete employees. This formal Partnership is expected to lower the injury and illness rates for participating member companies, as well as decrease worker compensation costs. This agreement serves as a model agreement for individual companies to use when seeking OSHA strategic Partnerships within their respective OSHA Regions/Areas.

Partnership Goals:
  • Within three years from a company’s implementation date of the Partnership agreement, the total case incident rate (TCIR) for that company will be reduced by 30% when compared to the 3-year standard TCIR on the NRMCA annual safety benchmarking survey.

  • Increase the number of Ready Mixed Concrete (RMC) producers who have implemented formal safety and health programs.

  • Decrease OSHA penalties and worker compensation costs for companies that participate in the cooperative agreement.

  • Increase the number of ready mixed concrete employees who successfully complete the OSHA 10-hour and 30-hour training courses.

  • Increase safety activities in the workplace for companies that enter into the agreement.
Partnership Objectives:

NRMCA will use their SAfety First Evaluation (SAFE) program to review applications from interested members. The program will use a tiered system to recognize the level of safety and health performance of applicants and encourage continued improvement.
