Dear Sir or Madam:

I would like to introduce myself, my name is John Jakubowski.  I own PJ 
Productions which is a television production company located in Utica, NY.  My 
company produces Northeast Great Outdoors, which is a nationally televised 
fishing and outdoors show broadcast on The Outdoor Channel. 

I am writing to you today to request an exemption of the Closed Captioning 
Requirements for 2003.  I am requesting this exemption because of financial 
difficulties we are experiencing.  Our 2003 contract with The Outdoor Channel 
requires closed captioning be available to all viewers.  Our 2003 contract 
will begin on March 31st and will run for 26 weeks on The Outdoor Channel.  
The cost of this contract is $24,700.00.  It is going to cost us an additional 
$3,900.00 for closed captioning. 

We obtain our funding from national sponsors, which in turn pays for the air-
time, closed captioning and production of the show.  As of today, we have had 
a substantial loss in sponsorship due to the current economy.  This loss in 
revenue has diminished our funds in being able to provide the closed 
captioning requirement. 

I ask that you review my request in being exempt for the closed captioning
