Dear Sir:

Lewis Memorial Baptist Church has a local television ministry called the Daily 
Walk. We are currently on two local television stations in the Huntington, WV 
area. Our program is a 30 minute religious broadcast of our Sunday morning 
church service. 

I am writing to you to request an exemption from the closed captioning 
requirements for 2003 and 2004. Currently it is costing our church $250 per 
broadcast, of which our church underwrites 100%. To purchase the needed 
equiipment for closed captioning, ass well as paying a weekly transcriber fee, 
the additional closed captioning requirements would place an undue burden upon 
our church. Our 2003 budget is just under $1 million per year with a $1.2 
million budget proposed for 2004. This is substantially under the $3 million 
revenue requirement from the FCC. 

We ask that you review our request for being exempt from the closed captioning 
requirements for the remainder of 2003, in addition to 2004. Please contact me
