Fall enrollment data are monitored annually to measure progress toward meeting the long-term target in 2009. The target was derived by applying an estimated annual rate of increase, based on program experience, to the period between FY 2003 and FY 2009. Annual increases are estimated to be 1.0% through 2009 and 0.5% beginning in 2010. |
