Office of Law Enforcement, Security & Emergency Management Overview

Established in October 2001, in the wake of the September 11th terrorist attacks, the Office of Law Enforcement, Security & Emergency Management provides leadership, policy guidance and oversight to the Department’s law enforcement, homeland security, emergency management, and security programs related to the protection of classified and law-enforcement sensitive systems, procedures and information. The Office of Law Enforcement, Security & Emergency Management serves as the central point of contact for the Department’s law enforcement, intelligence gathering, emergency management, security policy and professional responsibility programs. To accomplish its broad mission of protecting visitors, personnel and facilities, the Office of Law Enforcement, Security & Emergency Management: (i) works closely with the Department’s bureaus and outside government agencies and departments, including the Department of Homeland Security, to protect critical infrastructure facilities, national icons and monuments; (ii) develops law enforcement staffing models; (iii) establishes consistent departmental training requirements and monitors their implementation; (iv) oversees the hiring of key law enforcement and security personnel; (v) establishes emergency management procedures; (vi) develops and implements emergency management plans and programs; (vii) oversees and reviews Bureau law enforcement and security budgets. The Office of Law Enforcement, Security & Emergency Management also represent the Department in high-level and inter agency and inter-governmental committees and task forces that have been established to review homeland security and counter-terrorism issues.

Organization of the Office of Law Enforcement, Security & Emergency Management

The Office of Law Enforcement, Security & Emergency Management is headed by the Director who reports to the Deputy Assistant Secretary for Law Enforcement and Security (DAS-LES) under the Assistant Secretary – Policy, Management and Budget. In times of emergency, the DAS-LES has the direct authority, as delegated from the Secretary, to oversee the deployment of all departmental law enforcement officers.

The Office of Law Enforcement, Security & Emergency Management employs a staff of approximately 25 personnel experienced in criminal law enforcement investigations, emergency management, security, and budget matters. The office is organized into five interdisciplinary divisions: (i) criminal law enforcement; (ii) homeland security; (iii) emergency management; (iv) security programs relating to the protection of classified and law-enforcement sensitive systems, procedures and information and (v) professional responsibility and policy compliance. The Office of Law Enforcement, Security & Emergency Management provides assistance to the bureaus in these disciplines and insures that any questions concerning their application receive appropriate departmental review and attention. In assisting the bureaus, the Office of Law Enforcement, Security & Emergency Management also works closely with the Law Enforcement and Security Board of Advisors, comprised of representatives from each of the bureaus with law enforcement authority and the Emergency Management Council.
