Are non-U.S. citizens eligible for the program?

According to the FCC's Office of Human Resources, the current FCC policy on hiring non-U.S. citizens in the excepted service is to follow the guidance provided by the U.S. Office of Personnel Management, at www.opm.gov/employ/html/Citizen.htm. Assuming you meet the criteria outlined there and the specific Honors Program eligibility requirements (see the Honors Program webpage, www.fcc.gov/attorneyhonorsprogram), you may be considered for the Honors Program. If you have additional questions about the eligibility of non-U.S. citizens, please contact Sheila Shipp in the Office of Human Resources at (202) 418-0148 or at sheila.shipp@fcc.gov.

By what date can I expect final hiring decisions to be made?

We expect to interview a limited number of candidates in mid to late November, and plan to make final selections shortly thereafter. In addition to notifying applicants of the final status of their applications by mail, we will update the webpage with information regarding the status of the program and when final selections have been made, as such information becomes available.

Do I need to be licensed to practice law in D.C. to participate in the program?

No. Graduating and recently graduated law students who are not yet members of a bar may participate in the program. Also, attorneys with no more than two years of legal experience who are members in good standing of the bar of a state or territory of the United States, the Commonwealth of Puerto Rico, or the District of Columbia may participate in the program.

I am unable to begin working in the fall of 2009. Will the program be available in future years?

Although we anticipate that the Honors Program will continue beyond this year, we recommend that you monitor the Honors Program webpage at www.fcc.gov/attorneyhonorsprogram for program status updates and future application deadlines.

Is there an application deadline for December 2009 graduates?

Deadlines for a 2010 Attorney Honors Program have not been established, but will be posted when available on the Honors Program webpage at www.fcc.gov/attorneyhonorsprogram.

What pay grade(s) should I apply for?

Graduating and recently graduated law students without bar membership need not apply for a particular grade.

Are unofficial transcripts acceptable?

We require an official transcript, but will consider an application sent by e-mail or facsimile containing an unofficial transcript to be complete if submitted before the application deadline. We reserve the right, however, to require an applicant to later supplement his or her application with an official transcript.

What is the page limit on writing samples?

There are no limitations on the number of pages you may submit; however, the preferred length is 10 pages or less.
