Boise State University Satellite Environmental Finance Center

The purpose of an Environmental Finance Center (EFC) is to provide financial outreach assistance to communities, tribes, businesses, and organizations that are facing the "how to pay" challenges of environmental protection and regulatory compliance.

In October 2007, EPA Region 7 entered into a cooperative agreement with Boise State University in Idaho to operate a satellite office of the EPA Region 10 EFC. This Satellite EFC in Region 7 provides many of the services, tools and technical assistance offered by the Region 10 EFC.

The Boise State Satellite EFC is located at the Region 7 Office in Kansas City, Kansas. (See contact information below.) A Boise State staff representative operates the Satellite EFC and carries out the agreement's work plan which includes activities such as meetings with communities, organizations, state environmental program directors and Region 7 staff, as well as training webcasts on the Boise State EFC finance tools.

The Satellite EFC in Region 7 will initially build on the success that the Boise State EFC has already achieved, primarily with the capacity development provisions of the Safe Drinking Water Act and pollution reduction activities related to the Clean Water Act. Region 7 and the Boise State EFC will work jointly to facilitate workshops and meetings, develop partnerships, and provide training to help organizations throughout Region 7 meet the financial requirements of environmental protection.

The creation of the Satellite EFC in Region 7 is the first step in developing a permanent university-based EFC in the region. Through the agreement with Boise State University, Region 7's citizens can also tap into the expertise of the other eight university-based EFCs in the Environmental Finance Center Network focusing on environmental finance areas, such as green infrastructure to reduce energy consumption, water and air pollution, alternative management models for solid waste management systems, and air quality trading.
