EPA has prepared regulatory economic analyses for most major regulations. These analyses have gone by a variety of names, including: However, all analyze alternative approaches to achieving regulatory objectives as well as the benefits and costs associated with these alternatives. From 1981 to 1993 these analyses were prepared in accordance with Executive Order 12291; since 1993 they have been prepared under Executive Order 12866. The EPA office issuing the regulation has primary responsibility for conducting the analysis, often using external contractors; NCEE staff may be involved in conducting the analysis. For an introduction, overview, and survey of this database see Regulatory Economic Analysis at the EPA.

This database contains one record each for the approximately 1,700 analyses covered, as well as some related reports and other materials. Each record relates information such as the reference number, availability, issuing office, draft or final status, and contractor. NCEE maintains paper file copies of all the analyses included in this catalog; a charge may be required for copies of large documents. Some analyses (mainly more recent ones) are available as downloadable files from their individual records.

Use the "Quick Links" in the upper right to browse this database; the links denote how records will be sorted, though the individual records are consistently displayed regardless of sorting. We recommend using the Document Type and Assessment Topic views. Document Type lists all records classified by type of analysis. Assessment Topic lists records grouped by specific EPA regulations, which are classified by major categories of environmental regulations. Additionally, a search box appears at the top of each sorting page.

Many of the files stored in the inventory are in the PDF format. To view a PDF document, you need the Adobe Acrobat Reader. If you don't already have this software, you can download a free copy from Adobe.

If you wish to obtain paper copies of items listed as "available" in this database, please email requests to Teresita Sison (sison.teresita@epa.gov), mentioning the reference number. EAs are sometimes very voluminous and there may be a charge for reproduction and shipping that could be substantial in the case of large reports. If you wish to visit the library, advance arrangements are suggested. It is located in the EPA West Building at 1301 Constitution Avenue, NW, Washington, DC. The telephone is 202-566-2277 with an alternate at 202-566-2243. Library hours are generally 8am to 12 noon weekdays.

Reports unavailable in the inventory would have to be obtained from the issuing office.
