FEDERAL COMMUNICATIONS COMMISSION The 2008 Federal Human Capital Survey was administered by the U.S. Office of Personnel Management (OPM) from August 13, 2008 through September 19, 2008. The survey was anonymous, web based, and offered to all full-time permanent FCC employees on board as of December 31, 2007. Of the 1638 employees surveyed, 733, or 44.7%, chose to participate. Included in the survey were the 45 survey questions prescribed by OPM that must be asked of employees each year (identified with an asterisk).
