WASHINGTON — The Department of Justice announced today that after a comprehensive evaluation process, southern California-based CSC has been awarded the contract for the Department’s new case management system. The new case management system will allow the Department’s litigating divisions to more effectively share data while at the same time satisfy each component’s specific needs.
The Department’s Antitrust, Criminal, Civil Rights, Civil, Environment and Natural Resources, and Tax Divisions, as well as the U.S. Attorney’s offices, will use the new Litigation Case Management System (LCMS) to facilitate the transfer of information through the use of common solutions and data standards. The award utilized the National Institutes of Health, Chief Information Officers Solutions and Partners 2 (NIH CIO-SP2) contract, a government-wide procurement vehicle that provides federal agencies with a streamlined method for acquiring information technology services and solutions. The award is valued at $42 million.
“I expect LCMS to provide a valuable service to the Department’s seven litigating divisions,” said Vance Hitch, Chief Information Officer for the Department. “LCMS will allow the Department to reduce operational costs and act more like a unified law firm by effectively and appropriately sharing information between the litigating divisions and with the Department’s executive leadership.”
LCMS will be built around a centralized but flexible application and database, with unique user interfaces for each of the litigating divisions to accommodate their unique missions. The architecture will allow Department executives to have a single repository for all litigation case management information and reporting. LCMS will also allow the Department to provide better data and results to Congress, the Office of Management and Budget, and other partner agencies.
The LCMS program will take a phased and incremental approach to achieving the Department’s long-term vision for litigation case management. The first phase of the project will primarily address the requirements of attorney managers and Department executives to manage caseload and performance. Under this phase, a common solution for the 94 U.S. Attorney's Offices will be implemented during the 2007 and 2008 fiscal years. The first phase includes data exchanges with external systems such as Sentinel, the Victim Notification System and the Consolidated Debt Collection System. The six other Department litigating divisions will implement LCMS between the 2008 and 2010 fiscal years.
The LCMS program is contributing to the development of the National Information Exchange Model (NIEM), to assist in the development of a true standard for information sharing across federal agencies. The NIEM Program was established jointly by the Department and the Department of Homeland Security as a vehicle for developing the data and exchange standards for the greater justice, homeland security and law enforcement community.
The LCMS program is an important investment under the Office of Management and Budget Case Management Line of Business program. The objective of the Case Management Line of Business is to develop business-driven, common solutions that save taxpayer dollars, reduce administrative burden, and significantly improve service delivery to citizens and other government agencies. In support of the objectives of the Case Management Line of Business, the LCMS program developed a target architecture and infrastructure for sharing case-related information within and between Department components and with partner agencies in an effort to capture information once and make it available to all authorized users.
The program is governed by an Executive Steering Committee co-chaired by Hitch and by the Acting Deputy Director of the Executive Office for U.S. Attorneys Steve Parent. The Executive Steering Committee also includes the Executive Officers from each of the Department’s litigating divisions.
