Journal Entry   Back Senator McCain Visits with Upper San Pedro Partnership Southwest Region, December 16, 2008 Print Friendly Version Senator McCain visited with the Upper San Pedro Partnership on December 16, 2008, to review the progress that the group has made toward a balanced water budget in the Subwatershed, in accordance with the Defense Authorization Act of 2004, Public Law 108-136, Section 321.  In particular, the Senator asked member agencies about the status of projects and policies that have been implemented to  reduce the overdraft and restore the sustainable yield of ground water in the Sierra Vista Subwatershed by  2011.  The Upper San Pedro Partnership is a consortium of Federal, State, and local agencies, and nongovernmental organizations.  The USPP continues to work toward this goal; however, reaching it by 2011 is unlikely.  Senator McCain offered to support the USPP with its ongoing efforts.
