City of Adrian, Minnesota ,Completes Topeka Shiner Habitat Conservation Plan

The City of Adrian, Minnesota, has completed a Habitat Conservation Plan to address the potential impacts of its groundwater withdrawals on the federally endangered Topeka shiner.  The city will distribute its withdrawals over three wells to minimize impacts on the species, which occurs in an unnamed tributary to Kanaranzi Creek near the wellfield.  In addition, it will construct a new off-channel pool as mitigation to offset any impacts that might occur to Topeka shiner.  The design of this pool will be based on oxbow restoration efforts implemented by the Service in Iowa.  The city will monitor fish use and habitat quality in the created pool for the duration of the permit period.
