The City of Bisbee and the Upper San Pedro Partnership dedicated the Bisbee Effluent Transfer System on August 23, 2007, at the Turquoise Valley Golf Course.  Christopher Kearney, Deputy Assistant Secretary for Policy and International Affairs spoke at the event, as did Congresswoman Giffords and AZ Department of Water Resources Director Herb Geunther, representing the Governor's office. Charna Lefton, Assistant Regional Director for Public Affairs, represented the Regional Office. The Effluent Transfer System will allow the golf course to use effluent on the fairways, resulting in the conservation of over 500 acre feet/year of groundwater pumping and thereby helping to maintain the San Pedro Riparian National Conservation Area and the species that depend on it.  The Upper San Pedro Partnership was established in 1998 as a 21-member consortium that includes local governments, agencies, and organizations, including the Fish & Wildlife Service, Bureau of Reclamation, Bureau of Land Management, US Geological Survey, and the National Park Service.  In 2004, Congress charged the Partnership to collaborate with the U.S. Departments of Interior, Agriculture, and Defense to meet the long-term water needs of the Sierra Vista Sub-watershed by achieving sustainable yield of the regional aquifer by 2011 and beyond t 1) preserve the San Pedro Riparian National Conservation Area, and 2) ensure the long-term viability of Fort Huachuca.  Member agencies have reduced the water deficit by 60% through a series of management measures and conservation.  This project is another important milestone.
