Biological Opinion for PF70 (border pedestrian fence)

An expedited formal consultation for several sections of pedestrian fence on the US-Mexico border (PF70) was completed by AESO in August.  Because of the incredibly short time required to complete construction of the fence segment, close coordination, communication, and cooperation were required of all parties.  Close coordination with the Corps of Engineers, the environmental consultant (GSRC), and AESO allowed a biological assessment to be completed in about 10 days.  Because AESO had access to a draft biological assessment, a biological opinion was signed four days after the initiation of consultation package was completed.  U.S. Customs and Border Protection (CBP) requested formal consultation on the lesser long-nosed bat and the jaguar, and informal consultation on Kearney's blue star.  There was no incidental take for either species, and the biological opinion concluded that there was no jeopardy to the bat or the jaguar (neither of which has designated critical habitat).  Coordination between Border Patrol, CBP, GSRC, the Corps, and AESO resulted in significant conservation measures to minimize and offset project impacts to the lesser long-nosed bat and jaguar.  All the parties involved see this consultation as a template and a springboad for future section 7 consultations that will need to be completed on the Arizona border over the next 15 months.
