On January 19, 2007, the US Fish and Wildlife Service issued a section 10(a)(1)(B) permit to TXU Electric Delivery.  This permit authorized incidental take of the endangered golden-cheeked warbler and black-capped vireo as a result of constructing and maintaining a 16-mile long utility line.  The proposed project is anticipated to impact up to 52 acres of warbler habitat and 7 acres of vireo habitat.  Mitigation for these impacts includes, among other things, the donation of $1,690,000 to be used to fund conservation projects for these species.  These funds will be used to establish an agreement with the Service, Texas Parks and Wildlife Department, Texas Parks and Wildlife Foundation, and the Parrie Haynes Trust/Texas Youth Commission (the landowner) to manage the 4,500-acre Parrie Haynes Ranch as an endangered species management site.  The golden-cheeked warbler and black-capped vireo occur on parts of  the ranch.  This property provides an ideal location for species management actions as it currently contains habitat that could be improved, is located adjacent to Fort Hood, and if implemented, would then create an even larger block of actively managed habitat for both species.  The mitigation funding proposal will create an endowment fund to be maintained by the Texas Parks and Wildlife Foundation, and interest from this endowment will be used for endangered species habitat restoration/enhancement activities for endangered species management of the site. Activities funded will include assessing habitat conditions, developing land and wildlife/endangered species management plans, endangered species monitoring, vegetation management/manipulation, cowbird management, livestock management, exotic species control, public education, and fencing and other access control.
