Region 2 issued a section 10(a)(1)(A) Enhancement of Survival permit on September 29, 2006,  to Arizona Game and Fish Department for their draft Safe Harbor Agreement for the Chiricahua Leopard Frog in Arizona.  This Agreement and permit establish a program for voluntary implementation of recovery activities on non-Federal land within the historical range of the threatened Chiricahua Leopard Frog within Arizona.  In addition, it provides for the establishment of isolated refugia outside the historical range, as appropriate.  Willing landowners will receive coverage under the permitt by signing a certificate of inclusion with the Arizona Game and Fish Department.  The Agreement provides a variety of recovery activities that an interested landowner can implement, and the permit provides assurances that no further land-use restrictions under the Endangered Species Act will be incurred as a result of those actions.  Furthermore, at the end of a landowner's conservation commitment, the landowner has assurances that the property can be returned to its pre-participation state or  baseline condition.  The Agreement and permit duration is 50 years, and cover approximately 5,792,179 acres of non-Federal lands out of the approximately 11,294,491-acre range of the Chiricahua leopard frog in Arizona.  Actual enrollment will be based upon landowner willingness to participate in the conservation of this species.
