Goldwater Range and Cabeza Prieta National Wildlife Refuge, Arizona Southwest Region, September 15, 2006 Print Friendly Version The Arizona Ecological Services Office finalized the Biological Opinion for the Permanent Vehicle Barrier Project on the Barry M. Goldwater Range (BMGR) and Cabeza Prieta National Wildlife Refuge (CPNWR), Arizona on September 15, 2006.  The project, proposed by the U.S. Customs and Border Protection and the Office of the Border Patrol, includes the installation and maintenance of, as well as access to, permanent vehicle barriers on the BMGR (plus adjacent lands managed by the Bureau of Reclamation) and CPNWR; construction of, improvements to, and maintenance of all-weather patrol and drag roads on the BMGR; improvements to the border road for construction access within the CPNWR; temporary maintenance of the border road within the Organ Pipe Cactus National Monument; and patrol of all of the aforementioned access and border roads, in Yuma and Pima counties, Arizona.  We consulted on project effects to Sonoran pronghorn (Antilocapra americana sonoriensis) and lesser long-nosed bats (Leptonycteris curasoae yerbabuenae).  In general, adverse effects are habitat loss and disturbance to Sonoran pronghorn and lesser long-nosed bats from construction and patrol activities as well as from the potential funneling of illegal vehicle traffic into the western portions of CPNWR and eastern portions of BMGR as the barrier is built.  Beneficial effects will occur from the preclusion of vehicles from Mexico into the BMGR and CPNWR once the barrier is completed.  We reached a non-jeopardy conclusion with no anticipated take for both species.
