Ashland FRO Completes Second Culvert Replacement on Billy Creek, Poppe Road

The second and final culvert replacement on the headwaters of Billy Creek in Ashland County has been completed.

 

The Ashland FRO, Ashland-Bayfield-Douglas-Iron County Land Conservation Department, Town of Ashland Road Crew and Ken & Dale Excavating, Inc. of Ashland cleared several trees and brush from the road sides before construction could begin. 

 

This replacement was rather challenging as the slope in the area was rather steep and a large ravine ran along the road on the downstream side of the culvert.  Next, the crew from K & D dug out the fill over the culvert, which was approximately 16’ deep over the downstream side of the culvert. 

 

When the fill removal was completed and the proper slope obtained in the new stream bed, a large 7’ x 80’ culvert was put in place.  The culvert was in two 40’ pieces so the crew spent some time aligning the pieces and banding the culvert together. 

 

Fill was placed along the pipe and tamped down to prevent movement, then more fill was placed and tamped down until approximately two feet of fill covered the culvert. 

 

The creek was then allowed to flow through the new culvert, and the head cut on the upstream side quickly placed 8 – 10” of new substrate in the culvert.  By the end of the first day, they had cut down close to two feet of debris that had been backed up by the improperly placed culvert and had traveled upstream approximately 75’.

 

The second day, crews finalized the road bed, stabilized the bank and placed large boulders and fill on the upstream side of the culverts to protect the entrance of the culvert.  This helps prevent scouring of the upstream side banks. 

 

Additional riprap was placed on the downstream side of the culvert to armor the steep banks.  And then a layer of seeded mulch was spread over the site by the Town of Ashland road crew to finalize the project. 

 

This replacement and the previous replacement of the culvert upstream on Poppe Road in May of this year has opened more than four miles of new habitat to brook trout and other fish species that reside in Billy Creek.

 

This culvert replacement was planned to be completed in 2005, but heavy rains and storm damage kept the town from being able to install the culverts.  Also, permits obtained had limitations as to when construction could occur to protect survival of brook trout life stages and other fish species found in the creek.
