Journal Entry   Back Biological Opinionon the Reconstruction of New Mexico Forest Highway 12 on the Jemez and Cuba Ranger Districts of Santa Fe National Forest, New Mexico Southwest Region, April 6, 2006 Print Friendly Version On April 6, 2006, the New Mexico Ecological Services Field Office completed a reinitiation of formal consultation with the Federal Highway Administration because the U.S. Fish and Wildlife Service issued a new final rule designating the threatened Mexican spotted owl critical habitat on August 31, 2004.  The purpose of the reinitiation was to analyze the impact of the reconstruction of the Forest Highway 12 between Fenton Lake and Senorito Pass on designated Mexican spotted owl critical habitat.  The proposed action is not likely to adversely modify or destroy designated Mexican spotted owl critical habitat.  As such, the implementation of the project is not expected to impede the survival or recovery of the Mexican spotted owl within the Southern Rocky Mountains - New Mexico Recovery Unit or range-wide.
