The Bureau of Reclamation (Reclamation) is the implementing agency for the Lower Colorado River Muti-Species Conservation Program (LCR MSCP). Part of the program's goals is to restore 512 acres of marsh habitat along the LCR. Reclamation is approaching landowners willing to dedicate their land and water for restoration or creation of these specific habitats.

Restoration of Hart Mine Marsh will consist of two components: 1) excavating/contouring areas of the marsh to allow some areas of permanent open water, improved water circulation, and appropriate elevations for colonization of marsh vegetation based on MSCP covered species requirements and 2) improving water volume and circulation through the marsh with potential flow through Cibola Lake (if appropriate).

If the FWS wishes to partner with Reclamation on this project, then more information will be collected and formal designs will be developed with input from the refuge. In addition, a formal agreement will be entered into detailing the roles and responsibilities of each partner. Reclamation intends to claim marsh mitigation credit under the MSCP for this project when the habitat meets the appropriate performance criteria.
