Journal Entry   Back Arlington Field Office discusses Endangered Species Act with Russian scientists Southwest Region, September 6, 2005 Print Friendly Version Omar Bocanegra of the Arlington Field Office gave a presentation on the Endangered Species Act (Act) to a group of professors from Russia visiting the Region 6 Environmental Protection Agency office in Dallas. The group is part of the Open World Program, which was established by Congress in 1999 to bring emerging federal and local Russian political leaders to the United States to meet their American counterparts and gain firsthand knowledge of how American civil society works. The participants are involved in the program's environmental theme and also listened to presentations from EPA representatives on various topics. The professors teach environmental science in their native country, which faces tremendous challenges with minimal enforcement of environmental laws. They were particularly interested in endangered species, and how the Act is administered in the United States.
