The Tucson suboffice completed a Biological Opinion for the Buenos Aires National Wildlife Refuge's 2005-2008 Fire Management Plan. The Refuge is burning up to 14,000 acres annually over the next four years to maintain the grassland component of the Refuge for management of masked bobwhite quail habitat. The Refuge staff, in cooperation with Tucson Suboffice staff, has developed management zones to minimize impacts to cactus ferruginous pygmy-owl and its proposed critical habitat, minimization measures to avoid impacts to Pima pineapple cactus, and an experimental design to look at the effects of fire and exotic grasses on Pima pineapple cactus. Other species addressed in this biological opinion include Chiricahua leopard frog and Gila topminnow.
