New Northeast Region Fire Program

Congress mandated the development of Fire Program Analysis as a common workload analysis and allocation system to be used by all agencies. The analysis system will succeed Firebase, the program the Service uses now, and is expected to determine wildfire preparedness budgets as early as fiscal year 2007. Phase II of the system incorporates the fuels side of the program, and should start affecting budgets by fiscal year 2010.

Fire Program Analysis is a much more sophisticated program than Firebase. It relies on an optimization model rather than on a series of matrices to determine outputs. Northeast Regional Fire Coordinator Allen Carter worked on the preliminary determination of geographic fire planning units in the eastern and southern area affecting Northeast Region stations, and also worked closely with spatial data staff in the Region 5 Division of Realty to develop geographic information system files for local fire management units. Carter attended the system's historic analysis training at the National Center for Conservation Training and preparedness module training in Sacramento, both required for administration of the system.

Carter serves as fire planning unit administrator for the Delmarva unit (stations in Dlaware, Maryland, and Virginia), organizes interagency meetings with refuges and National Park Service units, and has developed a draft charter required by the national Fire Program Analysis implementation team. New England Fire Management Officer Rick Vollick serves a similar role for the New England-New York fire planning unit.
