Phantom Lake Spring Biological Opinion Completed

An Intraservice biological opinion was completed to authorize the construction of a permanent dam and a reliable pumping system to supply water to Phantom Lake Spring during periods of low spring flow. The spring is habitat for two endangered fishes, Comanche Springs pupfish and Pecos gambusia; and for three invertebrates that are candidates for listing, Phantom Spring tryonia, Phantom Cave snail, and diminutive amphipod. This opinion was needed to cover the temporary adverse affects to listed and candidate species during construction. Long term effects to the species are positive and necessary feor their long term survival in the face of declining spring flows.
