The visitor contact station will be manned by volunteers from the Friends of Brazoria Refuges, the Brazosport Birders and seasonal refuge volunteers. Although temporary displays are currently on exhibit, permanent displays furnished through a Coastal Management Program grant to the Friends of Brazoria Refuges from the Texas General Land Office will be installed later. The CMP grant will also furnish equipment and supplies for the laboratory/classroom. A second grant from the U.S. Fish & Wildlife Service to the Friends will provide tables and chairs for the classroom. The Discovery Center will headquarter the Discovery Environmental Education Program (DEEP). The Program is where a large number of skilled and enthusiastic volunteers lead children through activities at the Discovery Center and at other sites across the Texas Mid-coast NWR Complex.

The facility was funded through the Maintenance Management System, which is a backlog of maintenance needs for the refuge. The facility is powed by solar electricity.
