IAFWA Detailee Joins Refuge System

The National Wildlife Refuge System Improvement Act of 1997 directed the Secretary of the Interior to work cooperatively with the States on the acquisition and management of the Refuge System. After several years of work with representatives of State fish and wildlife agencies, beginning with dealing with the States as simply another component of the "general public," then moving to placing five employees of various State fish and wildlife agencies (AK, AZ, MT, NY, and SC) on Intergovernmental Personnel Act agreements (IPA), we have new moved into a new era of cooperation with the States. Mr. Dave Walker joined the Refuge System Headquarters' Division of Conservation Planning & Policy to work on the development and implementation of Refuge System policy under a 3-year cost-shared IPA agreement. Mr. Walker will also serve as an ombudsman for the States on Refuge System policy implementation issues.
