Conducted Energy Devices: Development of Standards for Consistency and Guidance
Abstract: The Office of Community Oriented Policing Services (COPS) and the Bureau of Justice Assistance (BJA) recognized the pressing need for a greater understanding of conducted energy devices (CED) and their use. In response to this need, the Police Executive Research Forum (PERF) convened a group of experts to develop a CED glossary of terms and recommended national policy guidelines. This report presents the glossary and national guidelines for consideration, and provides a context for how they were developed following extensive research and vetting. It reflects an initial step in providing guidance to the field and a better understanding of the devices to the profession. Finally, this report will foster consistency in the use of terminology related to CEDs and less-lethal weapons, and will assist law enforcement leaders in making more informed policy decisions about CEDs.
