Chapter 1, Personal Sampling for Air Contaminants, covers how to obtain sample media, selection of employees to be sampled, pre– and post–calibration procedures, completion of Form OSHA–91A, sample preparation for transport, substance specific sampling techniques and considerations, and how to evaluate sample results for compliance purposes.

Chapter 2, Occupational Skin Exposure, provides guidance for OSHA Compliance Safety and Health Officers (CSHO's) on the available means of assessing and evaluating the extent of skin exposure through risk assessment, biological monitoring, chemical absorption and permeability, sampling techniques and enforcement recommendations.

Chapter 3, Technical Equipment: On–site Measurement, provides the type of equipment and instrumentation available for use by OSHA personnel. The chapter also provides a broad understanding of the principle of operation and a summary of the capabilities and limitations of the equipment.

Chapter 4, Sample Shipping and Handling, contains sample handling, packaging and shipping instructions to be used by OSHA CSHO's to ship industrial hygiene, safety and construction samples to the Salt Lake Technical Center (SLTC). The document also contains reference to applicable Department of Transportation (DOT) regulations, 49 Code of Federal Regulations (CFR) and regulations described in the International Air Transport Association (IATA) Dangerous Goods Regulations Manual.

Chapter 1, "Personal Sampling for Air Contaminants," was significantly updated and reorganized to include additional photos and new sections such as: how to order sampling media, soils analysis, a summary of custom services by SLTC and example OSHA–91A's for soil and air samples in the appendices. Updated and/or expanded sections include: field blanks, crystalline silica and metals sampling, diffusive samplers, and an overview of sampling and analytical error.



2. Chapter 2, "Occupational Skin Exposure," was extensively revised and reorganized. New sections covering risk assessment associated with skin exposure to evaluate the extent of potential absorption and permeability and a section on enforcement recommendations were added. Updated and/or expanded items include: a section on the basics of skin exposure, biological monitoring, and updated wipe sampling information.



3. Chapter 3, "Technical Equipment: On–Site Measurement," was reorganized, reformatted and updated to highlight the application, principle of operation, calibration, maintenance and special considerations when using various pieces of technical equipment. New and updated sections include: chemical warfare agent detection, biological agent detection, radiation monitoring, air velocity monitors, vibration monitors, heat stress instrumentation and finally, capabilities of the health and specialized response teams.



4. Chapter 4, "Sample Shipping and Handling," was revised to expand the introduction and to update shipping instructions when preparing to send samples to the lab. Federal shipping regulations were also revised.

1. Purpose. This Notice transmits a new Table of Contents and updated Chapters 1 through 4 of the OSHA Technical Manual (OTM), TED 01–00–015. The purpose of the OTM is to assist OSHA Compliance Safety and Health Officers when performing personal air sampling techniques, occupational skin exposure assessments, the application and general use of on–site measuring equipment, and finally, sample shipping and handling procedures. All other OTM chapters remain in effect and unchanged and can be found at OSHA Technical Manual (OTM) Table of Contents.



2. Scope. This notice applies OSHA–wide.

4. Cancellations.


A. The Table of Contents and Chapters 1 through 4 of the OSHA Technical Manual transmitted by TED 01–01–015 are cancelled. All other sections and chapters of the OTM remain in effect and unchanged.

6. State Impact. Although State Plan adoption of this Technical Manual is not required, State Plans are expected to utilize it as guidance for their compliance staff in the conduct of their duties.


State Plans that utilize the services of the Salt Lake City Technical Center for sample analysis, either under a Memorandum of Agreement or on an occasional use basis, must follow the procedures in Chapter 4.


7. Significant Changes.


This Notice provides a new Table of Contents, and new Section II Sampling, Measurement Methods and Instruments – Chapters 1 through 4, of the OSHA Technical Manual. The Table of Contents will now identify the most recent revision date. These chapters provide additional clarification and new information for OSHA compliance safety and health officers.
