Executive Summary

This Notice transmits a new Table of Contents to replace TED 01–00–015 and provides updates to Section II: Sampling, Measurement Methods and Instruments, Chapters 1 through 4 of the OSHA Technical Manual (OTM). A brief summary is provided for each chapter below:

Chapter 1, Personal Sampling for Air Contaminants, covers how to obtain sample media, selection of employees to be sampled, pre– and post–calibration procedures, completion of Form OSHA–91A, sample preparation for transport, substance specific sampling techniques and considerations, and how to evaluate sample results for compliance purposes.

Chapter 2, Occupational Skin Exposure, provides guidance for OSHA Compliance Safety and Health Officers (CSHO's) on the available means of assessing and evaluating the extent of skin exposure through risk assessment, biological monitoring, chemical absorption and permeability, sampling techniques and enforcement recommendations.

Chapter 3, Technical Equipment: On–site Measurement, provides the type of equipment and instrumentation available for use by OSHA personnel. The chapter also provides a broad understanding of the principle of operation and a summary of the capabilities and limitations of the equipment.

Chapter 4, Sample Shipping and Handling, contains sample handling, packaging and shipping instructions to be used by OSHA CSHO's to ship industrial hygiene, safety and construction samples to the Salt Lake Technical Center (SLTC).
