Dear Mr. Katz:

As Secretary and General Counsel of CACI International Inc, a publicly traded company listed on the New York Stock Exchange (symbol CAI), and on behalf of our Chairman, President, and Chief Executive Officer, Dr. J. P. London, I want to make clear that we at CACI take very seriously the efficient functioning of the capital markets. Accordingly, we respectfully request the opportunity for Dr. London to appear at the Hearing on Regulation NMS on April 1, 2004 in Washington, DC, and share with the Securities and Exchange Commission his views on the proposed market structure changes.

At CACI, one of our overarching our business purposes is to increase the net worth of our shareholders. In our view, our August 2002 listing on the New York Stock Exchange provided significant value to our stockholders. We feel it is extremely important, therefore, to share our thoughts about the proposed changes in Regulation NMS and the potential impact of that proposed change on our shareholders, investors and the company.

By way of background, CACI was founded in 1962 and has been publicly owned since 1968. CACI provides information technology and network solutions to the U.S. Government, primarily in defense, intelligence, and the transformation of government. CACI is a member of the Russell 2000 and S&P SmallCap 600 indices, and has over 7,500 employees working in more than 100 offices in the U.S. and around the world.
