Permission to Analyze Restricted-Use Data

Due to NCES confidentiality legislation, your organization must apply for a license in order to have access to restricted-use micro-level data for the purpose of secondary analysis. Get an overview of the license application or amendment procedures, or go directly to Restricted Use Data Licenses Procedures for the Electronic Application System.

The Restricted-Use Data Procedures Manual provides more detailed information about applying for NAEP restricted-use data licenses, as well as the laws and regulations governing these data. The goal is to maximize the use of statistical information, while protecting individually identifiable information from disclosure.

The NCES Statistical Standards Program monitors and administers confidentiality procedures and related restricted-use data licenses for NCES data products.
