  • Senate Floor Action. The 2007 Interior, Environment and Related Agencies bill was not debated on the Senate floor.
  • Continuing Resolution. Funding for Interior programs was continued after the end of the 109th Congress by the 3rd 2007 Continuing Resolution (Public Law No.: 109-383).
  • Full Year Continuing Resolution At the outset of the 110th Congress, the Congress adopted and the President signed a full year continuing resolution (Public Law No.: 110-5). The full year CR continued funding at 2006 levels, but provided increases to cover 50% of the January 2007 pay raise and selected increases for some accounts, including BLM Management of Land and Resources, FWS Resource Management, NPS Operation of the National Park System and BIA Operation of Indian Programs. The Department was required to submit an Operating Plan detailing how funds under the CR would be allocated at the activity and subactivity level.

Supplemental Appropriations

Congressional Action: (H.R. 1591; S. 965; H.R. 2206)

  • House Action. The House Appropriations Committee reported a supplemental appropriations bill providing funding for U.S. troop readiness, veterans' care, Katrina recovery, and Iraq accountability on March 20, 2007 (H.R. 1591; H. Rept. 110-60). The bill passed the House by a vote of 218 to 212 on March 23.
  • Senate Action. The Senate Appropriations Committee reported its version of the bill on March 22 (S. 965; S. Rept. 110-37). On March 29, the Senate passed the House bill by a vote of 51 to 47, after substituting the text of its bill as an amendment.
  • Conference Agreement. A conference agreement was reported on April 24 (H.Rept. 110-167). The House adopted the Conference Report on April 25, by a vote of 212 to 208. The Senate agreed to the Conference Report by a vote of 51 to 46 on April 26.
  • Veto Override. H.R. 1591 was vetoed by the President and a House vote to override the veto failed, 222 to 203.
  • Further House Action. On May 10, the House took up a new supplemental appropriations bill (H.R. 2206), which passed by a vote of 221 to 205. (No written report on this bill was filed.)
  • Senate Action. The Senate returned H.R. 2206 to the House with an amendment on May 17.
  • Final Action. On May 24, the House agreed to the Senate amendment, with an amendment. The Senate agreed to the House amendment later the same day, clearing the bill for the President.
  • Interior Provisions. The final bill included $95 million for Interior wildland fire suppression, $18 million for Reclamation drought assistance, $13.2 million for avian flu, and $10 million for NPS historic preservation grants for recovery from hurricane damage.

Executive Action:

  • Veto. The President vetoed H.R. 1591 on May 1.
  • Signed by the President. The President signed H.R. 2206 on May 25 and it became Public Law No.: 110-28.
