MEASURING THE VALUE OF SEAT BELT PROGRAMS
The panelists will explore and discuss the benefits of seat
belt usage through human and economic costs. The discussion will
focus on the impact of past and predicted behaviors.

in the public and private sectors. Participants will discuss how
their organizations have successfully implemented seat belt
programs.

Panel Bios
Alex A. Beehler is Assistant Deputy Under Secretary of
Defense for Environment, Safety, and Occupational Health. Previously, he was
the Director of Environmental and Regulatory Affairs for Koch Industries and
the Vice President for Environmental Projects at the Charles G. Koch
Foundation. He received a bachelor?s degree from Princeton University in
public and international affairs and a law degree from the University of
Virginia.
Ken Bouvier is Vice President, National Association of Emergency Medical
Technicians. He is a member of both the Louisiana Association of EMT?s Board
of Directors and the EMS Magazine Advisory Board. He is best known for his
lectures on school violence, gun shot trauma and hazardous materials.
William "Roy" Campbell is National Program Manager - Safety, United States
Postal Service. Previously, he held positions with the Dallas District of the
USPS, USPS Southwest Area, and Union Carbide Corp. He received a bachelor?s
degree in behavioral science from the University of Alabama-Birmingham and a
master?s degree in industrial safety from Central Missouri State University.
Philip W. Haseltine is President of the Automotive Coalition for Traffic
Safety (ACTS). With more than 35 years of highway safety experience, he has
held positions as Deputy Assistant Secretary of Transportation for Policy and
International Affairs, and Chief of Staff to the U.S. Secretary of
Transportation. He is a graduate of Michigan State University.
Kathy Konicki is Director of Associate Safety at Nationwide and Chair of the
NETS Board. Konicki works closely with Nationwide?s fleet administration and
risk management offices to control the potential liabilities associated with
approximately 5,800 company drivers. She has held positions as the president
of her business, Meridian Associates, Inc. and vice president for a
multinational engineering and consulting firm.
Kathy Lusby-Treber is the executive director of the Network of Employers for
Traffic Safety (NETS). With more than 25 years experience with public health
and safety programs, she also served as the chief of traffic safety programs
in the Maryland Highway Safety Office.
Jeffrey P. Michael is Director of the Impaired Driving and Occupant Protection
Office at the National Highway Traffic Safety Administration (NHTSA).
Previously, he served as Chief of the agency?s Emergency Medical Services
Division. He holds a doctorate in education from West Virginia University and
a bachelor?s degree in design and industry from San Francisco State
University.
E. Martin "Marty" Walker was selected as Regional Director of the Office of
Workers? Compensation Programs (OWCP) Southwest Region in 2000. His career
with OWCP spans 27 years. He holds a bachelor?s degree in economics from the
University of Washington.
