It was a pleasure speaking with you about the successful outcome of the review of Wyoming's final assessment system under Title I. Based on the findings of external peer reviews, I have determined that Wyoming's performance standards and final assessment system meet the requirements of Sec.1111(b) of the Elementary and Secondary Education Act (ESEA), as amended in 1994. Congratulations on being the first State in the Nation to meet these important Title I requirements that are designed to help ensure that all students benefit from high expectations, and that schools are held accountable for the success of every student.
I am pleased that the Wyoming Department of Education is undertaking additional studies to further ensure the quality of your assessment system. As these studies are completed it would be helpful if you would share the results with our office. If, over time, changes are made to Wyoming's assessment system, you must submit information about those changes to the Office of Elementary and Secondary Education, as required by section 1111(e)(2) of ESEA. In addition, the approval of Wyoming's assessment system for Title I does not mean that the system complies with federal civil rights requirements, including Title VI of the Civil Rights Act of 1964, Title IX of the Education Amendments of 1972, Section 504 of the Rehabilitation Act of 1973, Title II of the Americans with Disabilities Act, and requirements under the Individuals with Disabilities Education Act.
Again, thank you for your cooperation with the U.S. Department of Education in this matter, and congratulations on accomplishing this important milestone in your efforts to strengthen education in Wyoming.
