Fenty Administration Nominates DHCD, OCTO and DOES Directors

Today, Mayor Adrian M. Fenty announced his picks for the directors of the Department of Housing and Community Development (DHCD), Office of the Chief Technology Officer (OCTO) and the Department of Employment Services (DOES).

The following individuals were announced:

  • Leila Finucane Edmonds, DHCD Director
  • Vivek Kundra, OCTO Director
  • Summer Spencer, DOES Director

    Leila Finucane Edmonds
    Director, Department of Housing and Community Development
    Leila Finucane Edmonds was nominated by Mayor Fenty to serve as DHCD director. She is currently a vice president in the community development department at HSBC Bank USA. As a relationship manager for a portfolio of loans, investments and grants qualified under the Community Reinvestment Act, Ms. Edmonds sources, underwrites and closes debt and equity transactions, focusing on participations, syndications and tax credit investments. She has overall responsibility for the Low-Income Housing Tax Credit multi-investor fund debt and equity portfolios and is the relationship manager for HSBC on several multi-bank consortiums to finance private-public program partnerships.

    Before joining HSBC, Ms. Edmonds worked at Seedco, a national community development intermediary focused on homeownership, workforce and economic development, first as a program manager and then as a senior loan fund advisor. While at Seedco, Ms. Edmonds redrafted the affordable homeownership plan and managed the design and implementation of an anti-predatory lending pilot program across three national sites. She also managed the implementation of a multi-bank construction loan fund in Memphis, TN, in partnership with a local intermediary, to provide capital to local not-for-profit developers.
