This message announces the release of 1999-2000 EDExpress for Windows, Version 5.2, provides instructions for installing it on your computer, and advises you of the status of our new processing system, the Recipient Financial Management System (RFMS).



We are Releasing the New EDExpress

We are releasing 1999-2000 EDExpress for Windows, Version 5.2. This version is an upgrade to Version 5.1 and contains the Pell module (Origination only) for the 1999-2000 cycle. We will complete distribution of Version 5.2 to all participating EDE institutions by mid-May.


How to Install EDExpress

Note: You must have Windows 95, NT or 98 as your PC operating system to run this version. You must also be in compliance with the system requirements outlined in Action Letter #2 (October 1997).

Also: You must perform your upgrades in version number order. If you have not yet updated from Version 5.0 to 5.1 please do so prior to upgrading to Version 5.2. You must access the EDExpress software and allow the software to perform the database update between each version upgrade.


We strongly recommend you perform a full backup of your Version 5.1 database before installing Version 5.2.

Select the custom install option during your stand-alone or workstation installation, and mark the checkbox for Pell and any other modules you use (so module fixes can also be installed).

Don’t mark the "Database" checkbox unless you are performing a first-time installation or wish to overwrite your Version 5.1 database. If you choose to overwrite your Version 5.1 database, you will lose all previously entered data.

After you upgrade from Version 5.1 to 5.2, you should access the EDExpress software and allow the software to perform the database update.

Special Note: If you are running EDExpress in a network environment, you should first complete ALL of your workstation installations on all relevant production PCs, then access the software from ONE designated workstation to allow the update to perform successfully.



Status of the Recipient Financial Management System (RFMS)

To provide you better service, we are developing the RFMS for the Federal Pell Grant Program. We have completed the development phase and are now conducting a comprehensive test of the system and its interchanges with our trading partners. Although the testing has gone well, we need additional time to ensure that the system is the best it can be. We had announced that the system would start in early May, but we are delaying the start until May 26, 1999. Please don’t submit batches of origination records for the Federal Pell Grant Program until that date.
