Changing an applicant's dependency status from independent to dependent requires
two separate electronic corrections be submitted.

The first correction must contain the changes in Section D that directly affect the
dependency status & any necessary parental information. In addition to these changes
the signature flag must be set to "B" meaning both the parents & applicant have signed
the correction.

All of these corrections will be processed except for the signature field. It will remain on
the applicant's record indicating that only the applicant has signed the record and will
contain an ISIR Reject Code of 15.

A second correction must then be submitted setting the signature flag again to a "B".
This correction must be made on the transaction that received the reject 15, which is
usually, but not always, the most recent transaction. These steps will generate a valid
ISIR with a calculated EFC.
