PublicationDate: 4/30/96 Summary: National Student Loan Data System Title IV WAN Enrollment Per Action Letter #7 Author: NSLDS - National Student Loan Data System TO: NSLDS Users FROM: U.S. Department of Education RE: National Student Loan Data System Title IV WAN Enrollment Per Action Letter #7 DATE: April 30, 1996 To sign up for any NSLDS services, institutions must enroll through Action Letter #7. NSLDS provides both on-line services and batch processing (store & forward). If you have not previously signed up for Title IV WAN, you must complete the Customer Initiation Document, the Letter of Application and the Participation Agreement if appropriate. If you are a mainframe institution, you must also complete the Mainframe Requirements Form (Enclosure D). If you are currently enrolled with Title IV WAN or act as a data provider to NSLDS, you must still complete the enrollment documents contained in Action Letter #7 to participate in NSLDS services. As a general guideline, the Letter of Application refers to on-line services and the Participation Agreement refers to batch (store & forward) services. If you desire on-line access to NSLDS, complete the Customer Initiation Document and the Letter of Application. These forms will provide on-line access to certain NSLDS information. Schools may establish multiple destination points and establish multiple on-line users by completing additional copies of the Letter of Application. WAN destination points who want store and forward (batch processing) services need to complete the Participation Agreement. This will determine where batch files from NSLDS will be sent. 1. Customer Initiation Document (Enclosure A) a. Must be completed by all new WAN users b. Must be completed by current WAN users who desire on-line NSLDS services 2. Letter of Application (Enclosure B) Make additional copies of the blank LOA if needed. a. Must be completed by all new WAN users b. Must be completed by current WAN users who desire on-line NSLDS services c. One LOA must be completed for each person requesting on-line access If you already have a destination point, check "Change" in the box for Destination Point Action to add on-line services. The Letter of Application will establish a WAN ID and mailbox for each user and provide on-line access for each user that requests it. On-line access will be granted to the systems checked in block I. Block J is required for the user to receive an NSLDS password and userid. Personal information (SSN, DOB, etc.) is required for resetting passwords. NOTE: Applications for NSLDS will be checked against the NSLDS database. Access will be denied if the applicant is found to be in default on a Title IV loan. 3. Participation Agreement (Enclosure G) a. Must be completed by all new WAN users desiring batch (store & forward) services b. Must be completed by current WAN users who desire store & forward (batch processing) services The Participation Agreement will establish the destination point for your batch files. Complete multiple PAs if your NSLDS batch files will go to more than one destination point. For example, you will complete one PA to have your SSCR sent to the registrar's office or servicer, and another PA to have your data provider reports sent to your loan or collections office. If the destination point is outside your organization, the PA must be signed by an official at that destination point. Send all completed enrollment forms from Action Letter #7 to Title IV WAN. Once Title IV WAN receives and enters the data, it will be forwarded to NSLDS. Upon receipt, NSLDS will create and send a User ID and Password (in separate envelopes) to each user for access to the NSLDS on-line screens. For your information, NSLDS will mail an NSLDS User's Guide and computer based training packet to all institutions the week of April 29.
