The Condition of Education 2004 summarizes important developments and trends in education using the latest available data. The report presents 38 indicators on the status and condition of education and a special analysis of changes in student financial aid between 1989-90 and 1999-2000. The indicators represent a consensus of professional judgment on the most significant national measures of the condition and progress of education for which accurate data are available. The 2004 print edition includes 38 indicators in six main areas: (1) enrollment trends and student characteristics at all levels of the education system from elementary education to adult learning; (2) student achievement and the longer term, enduring effects of education; (3) student effort and rates of progress through the educational system among different population groups; (4) the contexts of elementary and secondary education in terms of courses taken, teacher characteristics, and other factors; (5) the contexts of postsecondary education; and (6) societal support for learning, including parental and community support for learning, and public and private financial support of education at all levels.

NCES 2004020 Participation in Technology-Based Postcompulsory Education
This Issue Brief examines participation in formal, post compulsory learning activities (such as college programs and courses, employer-provided training, and other coursework) in which computer technologies were used to deliver instruction. The analysis uses the 2001 Adult Education and Lifelong Learning Survey of the National Household Education Surveys Program to examine overall participation in these activities, as well as differences in the extent to which learners with various characteristics (by gender, race/ethnicity, occupation, education level, income, and locale) participate in technology-based activities.

NCES 2003078 National Household Education Surveys Program of 2001: Data Files and Electronic Codebook
The National Household Education Surveys Program (NHES) was comprised of three surveys in 2001: the Adult Education and Lifelong Learning Survey (AELL-NHES: 2001), the Before- and After-School Programs and Activities Survey (ASPA-NHES: 2001) and the Early Childhood Program Participation Survey (ECPP-NHES: 2001). The data, data documentation, and software to help search through and convert the data into SPSS, SAS, or STATA files are available on CD, and the data files and documentation can also be downloaded directly from this website.

NCES 2003079 National Household Education Surveys of 2001: Data File User’s Manual, Volume I
The NHES:2001 Data File User’s Manual provides documentation and guidance for users of the following three public-use data files of the NHES:2001: the Early Childhood Program Participation (ECPP) data file, the Before- and After-School Programs and Activities (ASPA) data file, and the Adult Education and Lifelong Learning (AELL) data file. The manual is composed of four volumes. Information about the purpose of the study, the data collection instruments, the sample design, and data collection and data processing procedures is included in Volume I. The data collection instruments and a chart summarizing weighting and sample variance estimation variables for all NHES surveys are contained in appendixes to Volume I. Volumes II, III, and IV of the manual each address one data file, the ECPP, ASPA, and AELL files, respectively. They each contain a guide to the data file, a discussion of data considerations and anomalies and, in appendixes, the file layout, derived variable specifications, the codebook for the file, and directions and sample code for linking the NHES:2001 files.

NCES 2003082 National Household Education Surveys of 2001: Data File User’s Manual, Volume IV, Adult Education and Lifelong Learning Survey
This manual provides documentation and guidance for users of the public-use data file for the NHES:2001 Adult Education and Lifelong Learning Survey (AELL-NHES:2001). This volume contains a description of the content and organization of the data file, including useful information regarding questionnaire items and the various derived variables found on the file. The reader should especially note the discussion of data considerations and anomalies in chapter 7. Included as appendixes are the public-use data file layout, SAS code for creating derived variables, the codebook for the AELL-NHES:2001 public-use data file, and directions and sample code for linking the NHES:2001 data files. Volume IV is meant to be read in conjunction with Volume I of the NHES:2001 Data File User’s Manual. More information about the purpose of the study, the sample design, the ECPP and ASPA surveys, the data collection instruments, and data collection and data processing procedures is contained in Volume I. Detailed information about the ECPP-NHES:2001 and the ASPA-NHES:2001 can be found in Volumes II and III, respectively.

NCES 2003010 Programs for Adults in Public Library Outlets
This report presents data on programs for adults in public library outlets. NCES used its Fast Response Survey System (FRSS) to collect data from public library outlets in fall 2000 about three areas of interest for adult programming: adult literacy programs, programs for adult lifelong learning, and Internet access for adult independent use. Programs were defined to mean planned activities for groups or individuals that are offered by libraries to provide information, instruction, or cultural enrichment. This report provides information about the extent to which public library outlets offer adult literacy programs, the types of literacy programs offered (adult basic literacy skills, pre-GED, GED, family literacy, and English as a second language instruction for adults), groups for which literacy programs are specifically offered, and reasons that library outlets do not offer adult literacy programs. Information is also provided about nine types of adult lifelong learning programs offered by public library outlets (book or film discussion, cultural performances, recreational activities, employment and career guidance, college/continuing education guidance, financial planning/investment information, parenting skills, citizenship preparation, and computer/Internet instruction), groups for which adult lifelong learning programs are specifically offered, and barriers to providing lifelong learning programs for adults with learning and/or physical disabilities. The report also presents information about the extent to which public library outlets provide access to the Internet to adults for their independent use, and barriers to providing such access.

The 2002 print edition includes 44 indicators in six main areas: (1) enrollment trends and student characteristics at all levels of the education system from preprimary education to adult learning; (2) student achievement and the longer term, enduring effects of education; (3) student effort and rates of progress through the educational system among different population groups; (4) the quality of elementary and secondary education in terms of courses taken, teacher characteristics, and other factors; (5) the context of postsecondary education; (6) and societal support for learning, including parental and community support for learning, and public and private financial support of education at all levels. This edition also includes special analyses on the environment, climate, and student outcomes at private schools and on the enrollment and persistence of nontraditional undergraduates.

This 2 CD set contains all of the public release data associated with the National Household Education Survey (NHES) collections conducted in the 1990s (1991-1999). The CDs contain data collected as part of 13 random-digit dial (RDD) household surveys about parent involvement in their children's education, early childhood education, adult education, school readiness of young children, school safety and discipline, and civic education. Data documentation is provided for each file, and software is also included to help users navigate the data sets and produce extract files to be used with statistical programs such as SPSS, SAS or Stata.

NCES 2002119 Participation Trends and Patterns in Adult Education: 1991 to 1999
This report uses data from the 1991, 1995, and 1999 Adult Education Surveys of the National Household Education Surveys Program to examine participation rates in adult education over time. Participation is examined among different groups of adults (by age, sex, race/ethnicity, education level, labor force status, occupation group, and whether the adult has continuing education requirements), and for different types of adult education (adult basic education, English as a Second Language programs, credential programs, apprenticeship programs, work-related courses, and nonwork-related courses). For work-related courses and nonwork-related courses in 1999, a multivariate statistical analysis was used to help reveal the socio-demographic determinants of participation in these activities.

NCES 2001534 Adult Literacy and Education in America
This report analyzes the literacy proficiencies of the nation’s adults in relation to their schooling, with a special focus on adults who did not complete high school, those whose proficiencies were below average, and those who enrolled in programs to improve their basic literacy. The findings were based on data from the 1992 National Adult Literacy Survey. Field staff for this survey interviewed nearly 13,600 individuals aged 16 and older throughout the nation, as well as adults 16 to 65 years old in each of eleven states that chose to participate in a special study designed to provide state-level results. This 1992 survey measured literacy proficiencies using performance across a wide array of tasks that reflect the types of reading materials and literacy demands that adults encounter in their daily lives.

NCES 2000079 National Household Education Survey of 1999 Data Files
Three surveys were conducted for the NHES: 1999: the Parent Survey (Parent-NHES: 1999), the Youth Survey (Youth-NHES: 1999) and the Adult Education Survey (AE-NHES: 1999). Data files for NHES: 1999 that were downloaded or shipped prior to June 1st, 2001 contain weights that have subsequently been revised and need to be replaced. Please follow the link below, at “On-line Availability,” for more information. Also, please note that the Data File User’s Manuals and Methodology Report for NHES: 1999 have not been revised to reflect the adjustment to the survey weights. As a result, data users should not use the weighted response rates or weighted frequencies that appear in these reports. The data files and documentation for NHES: 1999 can be downloaded from this website.
