Trio charged with running brothel in Berwyn
One charged with attempted forced labor

PHILADELPHIA, PA - Acting United States Attorney Laurie Magid today announced the unsealing of a six count indictment 1 charging William J. Strunk, Chun Yong Madden, and John G. Evans, Jr., with conspiracy related to the operation of a prostitution business on Lancaster Avenue, in Berwyn, PA, named "Swan Day Spa", and with violating the statute on Interstate Travel in Aid of Racketeering (ITAR). Additionally, defendant Madden is charged with attempted forced labor. The indictment was returned on July 16, 2008.

According to the indictment, defendant Strunk opened the Swan Day Spa portraying it as a health spa but operating a prostitution business. Between April 2005 and January 2008, defendant Evans would routinely bring females to the spa to provide sexual services for a strictly male clientele while defendant Madden managed the spa and controlled the activities. The indictment further charges that in May 2006, defendant Strunk transported two adult women to Swan Day Spa who were illegal immigrants from China and who believed they would work as bona fide masseuses. Defendant Madden instructed the women that they were to perform massages that involved sexual contact with the male customers in order to make more money for themselves and the business. When the women refused, Madden allegedly told them they could not leave until "new girls" arrived and threatened to turn them over to immigration authorities. The women escaped from Madden and the spa.

"This is not an ordinary case of prostitution," said Magid. "As the indictment alleges, the defendants in this case attempted to force illegal immigrants to work in their criminal enterprise by using threats of deportation and by other means, strictly for the purposes of lining their own pockets."

"This investigation clearly illustrates ICE's resolve to identify for prosecution those who seek to exploit others, in this case women, through forced labor," said John Kelleghan, special agent-in-charge for Immigration and Customs Enforcement's (ICE) Office of Investigations in Philadelphia. "Simply stated, forced labor is modern day slavery. ICE has a comprehensive national strategy that seeks to prevent all forms of human trafficking through outreach, education and proactive investigations."

If convicted of all charges, each defendant faces a maximum possible sentence of 20 years imprisonment and a $1 million fine. Madden faces an additional maximum penalty of 20 years imprisonment and a $250,000 fine on each of the two forced labor counts.

The case was investigated by Department of Homeland Security Immigration and Customs Enforcement and is being prosecuted by Suzanne B. Ercole.
