ALLIANCE ANNUAL REPORT BETWEEN THE OCCUPATIONAL SAFETY AND HEALTH ADMINISTRATION U.S. DEPARTMENT OF LABOR DENVER AREA OFFICE AND ENGLEWOOD AREA OFFICE AND KIMSEY-GUARANTEE ELECTRICAL AND DENVER JOINT ELECTRICAL APPRENTICESHIP AND TRAINING COMMITTEE AND MOUNTAIN STATES LINE CONSTRUCTORS APPRENTICESHIP AND TRAINING JOINT COMMITTEE |

I. Alliance Background Date Signed October 13, 2003 Overview This Alliance addresses the need to provide to workers in the electrical construction and maintenance industry valuable information, guidance and access to training resources that will help them protect employees’ health and safety, particularly in reducing and preventing exposure to electrocution, falls, ergonomic and motor vehicle hazards. This Alliance focuses on a number of goals: Training and Education Develop training and educational programs on the most recent National Fire Protection Association (NFPA) 70e Standard for Electrical Safety Requirements which exceed OSHA standards for work on energized circuits. Increase workers and others access to safety and health information and training resources targeted to hazards most frequently encountered by inside wiremen, outside linemen and traffic technicians. Develop workshops for specific safety standards applicable to workers in the electrical construction and maintenance industry. Develop a 30-hour OSHA training course as part of the apprenticeship and journeyman upgrade training programs. Outreach and Communication Develop and disseminate information through print and electronic media including electronic tools and links from websites operated by the four Alliance members as well as the National Electrical Contractors Association (NECA) Rocky Mountain Chapter and the International Brotherhood of Electrical Workers (IBEW) Local Union 68 and Local Union 111. Speak, exhibit and/or appear at NECA, IBEW and labor management conferences, local meetings and other events. Cross-train OSHA personnel and industry safety and health professionals in NECA and IBEW best practices and/or effective approaches, as jointly determined by OSHA, Kimsey-Guarantee Electrical Contracting, DJEATC and MSLCATJC. Promote and encourage NECA/IBEW members on worksites to participate in OSHA’s cooperative programs such as compliance assistance, the Voluntary Protection Program, Consultation and SHARP. Encourage NECA Chapters, IBEW Local Unions and Joint Electrical Apprenticeship and Training Committees to build relationships with OSHA’s Regional and Area Offices to address safety and health issues, including NEPA 70e Standard for electrical safety requirements for employee workplaces. Promoting the National Dialogue on Workplace Safety and Health To encourage Alliance members to act as industry liaisons to encourage safety and health in the electrical construction and maintenance industry. Implementation Team Meetings Alliance meetings are held the 1st Wednesday of each month, 6:30 a.m., at Kimsey- Guarantee Electrical Contracting office. III. Training and Education Events: 30-hour training for Kimsey-Guarantee personnel, two classes, one in April 2004, one in September 2004 with a turn-in of their 10-hour OSHA cards. Review classes for workers who have been assigned job tasks not normally done by them. Journeyman wireman upgrading classes both 10-hour and 30-hour classes. 10-hour OSHA Training for new Kimsey-Guarantee personnel. 30-hour Training for Local 68 apprenticeship program. Product: 30-hour OSHA cards for 80% of the field personnel employed by Kimsey- Guarantee, with 10% more having 10-hour OSHA cards. Review classes taken by 25% of field personnel employed by Kimsey- Guarantee. An establishment of upgrading classes for IBEW Local 68 journeyman wireman applying 30-hour and 10-hour OSHA classes. Establishing 10-hour OSHA class for new hires for Kimsey-Guarantee. 30-hour training for Local 68 apprenticeship program. Outreach and Communication Event: Meeting with Highway State Patrol Technician, Skip Masterson to go over all changes enacted by the Department of Transportation with a question and answer period for all CDL personnel. Product: A better understanding of DOT regulations by all CDL drivers employed by KGEC. A company policy adopting a rest period for all personnel driving company vehicles, working outside of a 160 mile radius of the shop. A news article in a statewide union newspaper explaining what occurred at this meeting to inform other CDL drivers of changes that have occurred. Event: Company wide defensive driving course to all personnel subject to driving a company vehicle. Product: A decline in vehicle accidents by company personnel. An improved maintenance program for all equipment and vehicles. Event: October 6th and 7th, 2004 - Career Day – Douglas County Schools Product: Reaching out to high school seniors regarding safety in the electrical construction industry. Promoting the National Dialogue on Workplace Safety and Health Event: Development of Near-Miss Program adopted by NECA. Product: Near-Misses sorted by classification, sanitized for distribution and distributed to all contractors within NECA. Event: Adaptation of this Alliance with IBEW 68, IBEW 111 and NECA. Product: Reviewed and agreed upon by all involved. IV. Results This Alliance has improved the safety culture within this company and the apprenticeship programs, local unions and contractors making them aware of the opportunities with an Alliance and the opportunity to join this Alliance. It was instrumental in Kimsey-Guarantee earning the American Subcontractors Association of Colorado Excellent in Safety Award for 2004.
V. Upcoming Milestones Have both of the IBEW Locals sign the Alliance. Have NECA (Rocky Mountain Region office) sign the Alliance. Extend 70e compliance to all Alliance participants. |
