The Occupational Safety and Health Administration (OSHA) and the Colorado Timber Industry Association (CTIA) recognize the
value of establishing a collaborative relationship to foster safer and more healthful commercial logging activities in the
State of Colorado. OSHA and the CTIA, therefore, agree to form an Alliance to use their collective expertise to help advance
a culture of prevention while sharing best practices and technical knowledge regarding commercial logging.
OSHA and the CTIA agree to establish an Alliance to promote safe and healthful working conditions for commercial logging
employees by:
- Providing commercial loggers with information and guidance that will help protect employees’ health and safety,
particularly in reducing and preventing exposure to commercial logging safety and health hazards.
- Increasing access to and the development of safety and health information and outreach programs.
OSHA and the CTIA will work together to achieve the following outreach and communication goals:
- Develop and disseminate injury and hazard information at conferences, events and/or through print and electronic media,
including informational links from OSHA’s and the CTIA’s web sites.
- Cross-train OSHA personnel in CTIA’s best practices or effective approaches; as jointly defined by OSHA and the CTIA.
- Share up-to-date logging information, such as injury, hazard and workforce trends, to help identify the top priorities for
the development of employee safety and health training and outreach programs for commercial loggers.
- Promote and encourage commercial loggers’ participation in OSHA cooperative programs such as compliance assistance, the
Voluntary Protection Program, Consultation and Safety and Health Achievement Program (SHARP). In addition, act as mentors to
commercial loggers who aspire to excellence in safety and health.
OSHA and the CTIA will work together to achieve the following goals related to promoting the national safety and health
dialogue:
- Share information on the best practices of commercial loggers, as jointly determined by OSHA, and the CTIA, with others in
the industry through OSHA or CTIA developed programs and materials.
- Raise awareness through speeches and appearances by commercial logger leaders of their positive and successful worksite
programs and their commitment to workplace safety and health.
- Convene and/or participate in stakeholder groups, roundtable discussions or other forums to discuss issues, as jointly
identified as top priorities by OSHA and the CTIA, in order to develop innovative solutions to specific injury and hazard
issues during logging.
An implementation team made up of representatives of OSHA and the CTIA will meet to develop a plan of action, determine
working procedures, and identify the roles and responsibilities of the participants. In addition, they will meet during
CTIA’s quarterly safety meetings to track and share information on activities and results in achieving the goals of the
Alliance. OSHA will afford the opportunity for representatives of state Consultation Projects to participate as well.
This agreement will remain in effect for one year from the date of signing and will automatically be renewed annually
thereafter. This agreement may be modified at any time with the concurrence of the two signatories and may be terminated for
any reason with 30 days written notice from either signatory.
