AGREEMENT ESTABLISHING AN ALLIANCE
BETWEEN
THE OCCUPATIONAL SAFETY AND HEALTH ADMINISTRATION
U.S. DEPARTMENT OF LABOR
REGION VII
AND
THE UNIVERSITY OF MISSOURI-KANSAS CITY (UMKC)
SCHOOL OF INTERDISCIPLINARY COMPUTING AND ENGINEERING (SICE)
CENTER FOR CONSTRUCTION EXCELLENCE
AND
BLACK & VEATCH

The Occupational Safety and Health Administration (OSHA) and UMKC's Center for Construction Excellence recognize the value of establishing a collaborative relationship to improve educational opportunities for youth in middle and junior high schools (grades six to nine) related to the construction industry and to enhance students awareness of construction industry careers and professions. OSHA Region VII, UMKC's Center for Construction Excellence and Black & Veatch therefore agree to form an Alliance to use our collective expertise to assist in the development of a curriculum designed to spur student achievement in math, science, English, and technology education as it relates to the construction industry.

OSHA Region VII is comprised of the States of Iowa, Kansas, Missouri and Nebraska. Federal OSHA has responsibility for worker safety and health in Kansas, Missouri and Nebraska while the State of Iowa operates its own job safety and health program under federal direction.

The Center for Construction Excellence is a consortium of partners from academia, school districts and the different component groups that make up the construction industry, including Black & Veatch and The Building and Construction Trades Council of Greater Kansas City.

The Center for Construction Excellence has begun a project to teach hundreds of middle and junior high school teachers from across Missouri and Kansas about careers in the construction industry, and specifically how to draw blueprints, estimate costs and build model homes. After teachers have received the instruction, they will work in inter-disciplinary teams to practice their understanding and application of the information. During the spring of each year, their students will have an opportunity to show off their mastery of math, science, English, and technology education through designing and building a model home. The project culminates in an annual competition, this year on March 4, 2003, at the Business and Technology College in Northeast Kansas City. This year's competition is expected to attract more than 2,000 student competitors.

OSHA, UMKC's Center for Construction Excellence and Black & Veatch agree to establish an Alliance to promote safe and healthful working conditions in the construction industry by developing a construction safety component for the curriculum of the Center for Construction Excellence.

OSHA, the Center for Construction Excellence and Black & Veatch will work together to achieve the following training and education goals:
  • Develop a construction safety component for the curriculum to be used to teach those teachers that will provide classroom instruction to students.
     
    • The developers of the safety component (the members of the implementation team) will be trained on construction management best practices and/or effective approaches.
       
    • Once trained, the implementation team will develop the construction safety component.
       
    • Each year the implementation team will review the curriculum to ensure that any new issues are included and all the information is current.
  • Provide UMKC access to available construction related training materials and information on other Department of Labor regulations related to young workers.
     
  • Set up an OSHA booth during the student competition.
An implementation team made up of representatives of all three organizations will develop a plan of action, determine working procedures, and identify the roles and responsibilities of the participants. Members of the team will, on at least a quarterly basis, track and share information on activities and results in achieving the goals of the Alliance.

Team members will include representatives of OSHA's Kansas City Regional and Kansas City Area Office. The Center for Construction Excellence and Black & Veatch will designate which members they will assign to this project.

This agreement will remain in effect for two years. Any signatory may terminate it for any reason at any time, provided they give 30 days written notice. This agreement may be modified at any time with the concurrence of all signatories.
