AGREEMENT ESTABLISHING AN ALLIANCE
BETWEEN
THE DEPARTMENT OF TRANSPORTATION
RESEARCH AND INNOVATIVE TECHNOLOGY ADMINISTRATION
TRANSPORTATION SAFETY INSTITUTE (TSI)
AND
THE OCCUPATIONAL SAFETY AND HEALTH ADMINISTRATION
U.S. DEPARTMENT OF LABOR
OSHA DALLAS REGIONAL OFFICE (OSHA)
AND
TEXAS ENGINEERING EXTENSION SERVICE (TEEX)
OSHA TRAINING INSTITUTE SOUTHWEST EDUCATION CENTER

The Transportation Safety Institute (TSI), Occupational Safety and Health Administration (OSHA), and the Texas Engineering Extension Service (TEEX) recognize the value of establishing a collaborative relationship to foster safer and healthier American workplaces. TSI, OSHA, and TEEX hereby form a training alliance in order to provide a detailed Aviation Safety Program of instruction to protect employees’ health and safety, particularly in reducing and preventing exposure to aviation industry hazards. In developing this cooperative effort, TSI, OSHA, and TEEX recognize that OSHA’s State Plan and Consultation Project partners are an integral part of the OSHA national effort.

TSI, OSHA, and TEEX will work together to achieve the following training and education goals:
  • Work cooperatively to provide expertise in developing and communicating training and educational programs for local, state, federal government and industry employers and employees.

  • Deliver or arrange for the delivery of applicable courses.
TSI, OSHA, and TEEX will work collaboratively to achieve the following outreach and communication goals:
  • Provide expertise in developing information on the recognition and prevention of workplace hazards, and to provide expertise in developing ways of communicating such information (e.g. print and electronic media, electronic assistance tools and the internet/intranet) to employers and employees in the industry.

  • Share information among OSHA personnel and industry safety and health professionals regarding construction and general industry best practices or effective approaches and publicize results through outreach by TSI, OSHA, and TEEX.

    • Leverage alternative, advanced and state-of-the art instruction, theories and best safety practices.
    • Provide advanced training opportunities for traditional TSI students.
    • Provide an opportunity for continuation and professional development training.
    • Expand the students’ perspective by providing a broad and diverse learning environment.
    • Provide students with leading industry and other governmental agency insights.
    • Provide government employees with additional credentials, recognized by civil industry.
This training alliance provides parties an opportunity to participate in a voluntary cooperative relationship with TSI for purposes such as training and education, outreach and communication and promoting a national dialogue on workplace safety and health. These alliances have proved to be valuable tools for OSHA, TEEX, TSI and their alliance participants. By entering into an alliance, the parties are not endorsing or promoting other parties’ products or services.

An implementation team made up of representatives of all organizations will meet to develop a plan of action, determine working procedures, and identify the roles and responsibilities of the participants.

The alliance may be terminated for any reason at any time upon 30 days written notice. This alliance may be modified at any time with the concurrence of all signatories.
